Nicholas Supports Bill Limiting Discretionary Tax Waivers, Opposition MP Criticizes Tax Burdens on Citizens

During a heated parliamentary debate on the Revenue Miscellaneous Provisions Bill 2024, Government MP Melford Nicholas passionately defended the bill, highlighting its importance in addressing fiscal challenges and supporting economic development in Antigua and Barbuda.

Nicholas emphasized the government’s commitment to responsible fiscal management and empowerment of citizens through various initiatives.

The bill limits the number of discretionary tax waiver the government can grant on imports.

In his contribution, Nicholas remarked, “It is worth repeating that Antigua ranks as having the lowest tax burden in the entire OECS and globally.

Mr. Speaker, we are trailing at about 16 to 17% of GDP, significantly below the prescribed 25%. This government has put in place mechanisms to deal with structural problems and empower our people.”

Nicholas further explained the rationale behind the bill, stating, “If we presented a budget with a huge fiscal deficit, we would be criticized. This bill addresses longstanding issues and ensures that the government can meet its obligations while continuing to empower the people.”

He also defended recent tax adjustments and legislative changes, stating, “On average, the impact on car owners remains limited, with an environmental levy not exceeding $2,000. The government maintains discretion in granting duty waivers to support constituents’ needs.”

Opposition MP Richard Lewis took a critical stance against the Revenue Miscellaneous Provisions Bill 2024 during the parliamentary debate, expressing concerns about its impact on the public and small businesses in Antigua and Barbuda. Lewis argued that the bill represents an additional burden on citizens already facing economic challenges.

In his address, Lewis stated, “I see this as a double whammy on the people of Antigua and Barbuda.

The government has increased taxes, levies, and charges, all while claiming to improve fiscal management. This bill adds further pressure on individuals and small businesses, contradicting promises made to ease tax burdens.”

Lewis pointed out specific tax increases and their consequences, saying, “The government raised the airport administration charge, implemented excise taxes on various products, and increased money transfer rates, all affecting the public’s finances. These measures, coupled with reduced discretionary waivers, exacerbate the financial strain on our people.”

He also criticized the government’s approach to tax policy, stating, “Instead of reducing taxes as promised, the government continues to burden the people with new taxes and restrictions. This bill reflects a lack of consideration for the economic well-being of our citizens.”
