Mussington, Frank Await Ruling on Barbuda Airport Development

A High Court judge is now considering arguments in a landmark case challenging the legality of the Barbuda airport development after environmental activist John Mussington and Barbuda Council member Jackie Frank completed their long-running court battle this week.
The pair, supported by the Global Legal Action Network (GLAN), argue that the project moved forward without proper environmental approvals, public consultation, or lawful planning procedures. They contend that Barbudans were denied meaningful input before construction began.
Following the hearing, Frank said he remained confident the ruling would favour Barbuda.

The dispute has drawn international attention, particularly after a 2024 Privy Council ruling that affirmed the pair’s legal standing to challenge the project, citing Antigua and Barbuda’s obligations under the Escazú Agreement.
GLAN has argued that the airport, partly funded by developers linked to luxury tourism projects, threatens Barbuda’s environment and sets an important precedent for environmental justice and public participation across the Caribbean.
The High Court’s pending decision could have significant implications for future development approvals and environmental protections in Antigua and Barbuda.
