Antigua and Barbuda To Enact Laws Targeting Food Safety, Nursing Homes, Mental Health and Medical Labs

The government plans to introduce a series of new laws and regulatory reforms affecting food safety, mental health services, pharmacies, medical laboratories and nursing homes as part of its legislative agenda for the new parliamentary term.

The measures were outlined Tuesday during the 2026 Throne Speech delivered by Governor-General Sir Rodney Williams at the ceremonial opening of Parliament.

According to the speech, the proposed legislation is intended to strengthen healthcare oversight and improve public safety standards across several sectors.

“Other laws that impact food safety, mental health, pharmacy regulation, and the operation of medical laboratories and nursing homes, will come before this Parliament in the interest of ensuring better treatment of the sick, and improved safety standards for all,” Sir Rodney said.

The government did not provide specific timelines for the legislation or details on the proposed regulatory changes, but the measures form part of a broader legislative programme planned for the 2026–2031 parliamentary term.

The Throne Speech also indicated that healthcare and public wellness remain central priorities for the administration following the April 30 general election.

Earlier in the address, the government thanked former Health Minister Sir Molwyn Joseph for his years of service in health, wellness, environment and civil service affairs, while welcoming newly appointed Health Minister Michael Joseph to the portfolio.

“The health and well-being of the people of Antigua and Barbuda continue to remain a priority for my Government, for we believe that a healthy nation is a wealthy nation,” the Governor-General said.

The speech also referenced concerns over the spread of diseases globally, expressing confidence that the Health Ministry and medical professionals would continue efforts to protect the country.

The proposed healthcare-related legislation is part of a wider reform agenda that also includes planned measures addressing electronic crimes, workplace harassment protections, border security reforms and changes affecting police and forensic services.
