First Responders Strengthen Skills in Mental Health Crisis Management

The Ministry of Health, Wellness, Environment and Civil Service Affairs, in collaboration with the Pan American Health Organization (PAHO), recently concluded a four-day Crisis Management and De-escalation Training for police officers and other first responders, aimed at strengthening the country’s response to persons experiencing mental health crises.

Held from July 14–17, 2026, at the Antigua and Barbuda Port Authority Conference Room, the training brought together representatives from the Antigua and Barbuda Police Force, Antigua and Barbuda Defence Force, His Majesty’s Prison, the National Office of Disaster Services (NODS), the Office of National Drug and Money Laundering Control Policy (ONDCP), and the Antigua and Barbuda Fire Service.

The programme focused on equipping participants with practical knowledge and evidence-based techniques to safely assess, communicate with, and de-escalate situations involving individuals experiencing mental health crises. Participants also explored strategies for reducing stigma, promoting human rights, and strengthening collaboration among agencies that are often the first point of contact during mental health emergencies.

The training forms part of the Ministry’s ongoing commitment to improving mental health services and ensuring that frontline responders are equipped with the skills necessary to provide compassionate, appropriate, and effective assistance while safeguarding the wellbeing of both the individual in crisis and the wider community.

By investing in the capacity of first responders, Antigua and Barbuda continues to strengthen its national mental health response and improve outcomes for persons living with mental health conditions.
