Commonwealth Observers Praise Election Administration While Urging Reforms

Commonwealth election observers have commended the Antigua and Barbuda Electoral Commission (ABEC) and election workers for delivering a peaceful and transparent general election, while also calling for a series of reforms aimed at strengthening the country’s electoral system.

In its final report on the April 30, 2026 general election, the Commonwealth Observer Group said the polls were conducted in a peaceful, orderly and transparent manner, with election officials generally following established procedures and carrying out their responsibilities professionally.

The observers praised ABEC’s management of the election and highlighted the work of polling staff, political parties, security personnel and voters in contributing to the process. They also commended the deployment of information clerks and the publication of detailed voter information, including polling station locations and voter statistics.

“Our overall assessment is that the electoral process was peaceful and transparent,” the report stated, noting that the broader electoral environment largely respected freedoms of association, assembly, expression and movement.

Despite the positive assessment, the observer group identified several areas requiring attention. Among its recommendations were constitutional protection for ABEC’s independence, campaign finance reform, a review of constituency boundaries, improved accessibility for persons with disabilities and measures to encourage greater participation by women and young people in politics.

The report also raised concerns about transparency and accountability in campaign financing, an issue that previous Commonwealth observer missions have highlighted. The group urged authorities to strengthen regulation and disclosure requirements in line with international best practices.

Observers further pointed to political polarization within the media landscape and recommended steps to promote fairness, editorial independence and stronger oversight mechanisms.

The report concluded that while Antigua and Barbuda’s legal and regulatory framework generally provides an adequate basis for democratic elections, continued reforms will be necessary to strengthen public confidence and further consolidate the country’s democratic institutions.
