ST. JOHN’S, Antigua — Governor-General Sir Rodney Williams says the government intends to transform Antigua and Barbuda into what it described as both an “economic powerhouse” and a “lifestyle superpower” as the country enters a new parliamentary term following the April 30 general election.

The vision was laid out Tuesday during the 2026 Throne Speech delivered at the ceremonial opening of Parliament.

“As a sovereign and democratic nation, we can all boast of the wisdom of our electorate,” Sir Rodney said. “The expected destination of the nation of Antigua and Barbuda, my Government asserts, is to transform our island-State into a formidable economic power.”

Throughout the address, the Governor-General repeatedly linked the administration’s development agenda to the concepts of economic growth, national transformation and improved quality of life.

The speech said the government plans to pursue what it described as a “renaissance” across multiple sectors, including education, healthcare, housing, entrepreneurship, infrastructure, agriculture and cultural development.

“My Government is determined to foster a renaissance in education, health-care, housing, entrepreneurship, infrastructure, agriculture, investments, cultural expression and other facets of life,” Sir Rodney said.

The Throne Speech highlighted several flagship initiatives tied to that vision, including the expansion of the University of the West Indies Five Islands Campus, tuition-free tertiary education for citizens, major housing projects, road rehabilitation programmes and increased investments in Barbuda.

The address also pointed to investments in sports infrastructure, including plans for an Olympic-size swimming pool, as part of the government’s ambition to build what it called a “lifestyle superpower.”

“That is the ambition of a ‘lifestyle superpower,’” the Governor-General said while discussing efforts to improve sports performance and youth development.

Later in the speech, Sir Rodney connected the government’s economic philosophy to decisions made after the Antigua and Barbuda Labour Party returned to office in 2014, including the administration’s move to reject a second International Monetary Fund programme and instead repay EC$320 million in debt.

“That decision has marked the ambition of my Government to create an economic powerhouse and to build a lifestyle superpower for its citizens and residents,” the Governor-General said.

The speech additionally highlighted tourism growth, infrastructure expansion, water production increases, urban renewal projects and foreign investment as examples of the country’s transformation efforts.

Sir Rodney concluded by saying Antigua and Barbuda was entering what the government believes could become a defining period in its post-independence development.

“Despite wars and rumors of wars, despite hurricanes and earthquakes, despite droughts and floods, despite external shocks and the vulnerability of smallness, the nation is facing a renaissance that will make her unrecognizable a few years hence,” he said.
