2024 Awards and the Halo Hero Humanitarian Award on Tuesday December 3rd and Thursday December 5th, 2024 respectively.

- Dr. Radcliffe Alexander Robins OBE, OM
Award: The Governor General’s Faithful and Meritorious Service Award– The Cross for Outstanding Service in Veterinary Medicine, Charitable Work in Animal Welfare, and Community Development.
Dr. Radcliffe Alexander Robins has dedicated his life to the advancement of veterinary medicine, education, and community service in Antigua and Barbuda. A highly accomplished scholar, Dr. Robins began his academic journey at St. Joseph’s Academy, where he earned the prestigious Patrick Finch Award for Most Outstanding Student. He later graduated from the University of Guyana with a Bachelor of Science in Biology and Chemistry before completing his Doctor of Veterinary Medicine (DVM) degree Summa Cum Laude at the Higher Institute of Agricultural Sciences of Havana, Cuba.
His professional career has been equally illustrious. Dr. Robins has served as a teacher at St. Joseph’s Academy and the Antigua Grammar School and as a former Vice President of the Antigua and Barbuda Union of Teachers. He also contributed to higher education as an adjunct professor at the College of Veterinary Medicine and Biomedical Sciences of the American University of Antigua (now closed).
A specialist in canine training, Dr. Robins trained at esteemed institutions, including the West Virginia Canine College (USA), Augusta K9 in Virginia (USA), K9 International in Florida (USA), and Bart Bellon NEPOPO Training School in Belgium. Leveraging this expertise, he served as a K9 Trainer and Instructor for the Royal Police Force of Antigua and Barbuda’s K9 Unit.
Dr. Robins’ passion for environmental and animal welfare is reflected in his role as a co-founder or founding member of numerous grassroots organizations, including the Environmental Awareness Group, the Antigua and Barbuda Beekeepers Cooperative, the Antigua and Barbuda Humane Society, The Donkey Sanctuary, and Pioneer Kennel & Veterinary Clinic. As Chairman of the Veterinary Board of Antigua and Barbuda, he continues to play a pivotal role in advancing veterinary standards and animal care in the nation.
In addition to his veterinary and environmental contributions, Dr. Robins has demonstrated an unwavering commitment to education and social awareness. He has been a presenter on a wide range of topics in television, radio, print, and live forums. His presentations have addressed crucial issues, including reaching and teaching boys, bioengineering, COVID-19 awareness, national history, sovereignty, and animal care and welfare.
Dr. Robins’ exemplary service has been recognised at the highest levels. In 2014, he was appointed an Officer of the Order of the British Empire (OBE) for public service, and in 2017, he was conferred the title of Officer of the Most Illustrious Order of Merit (OM) for distinguished contributions in veterinary medicine.
A devoted husband and father, Dr. Robins has been married to Eloise Goodwin Robins for 37 years. Together, they have three accomplished adult children: Karanja, Arah, and Dr. Asha Robins.

- Joseph Ignatius Martin GCH
Award: The Governor General’s Faithful and Meritorious Service Award– The Cross for Outstanding Service in Cultural Preservation and Entrepreneurship
Joseph Ignatius Martin, a proud son of Michael’s Village, Antigua, exemplifies a life dedicated to service, innovation, and cultural preservation. Born and raised on Michael’s Avenue, a community celebrated for its history of producing successful individuals, Joe has carried forward this legacy with distinction.
A graduate of St. Joseph’s Academy, Joe pursued higher education at Monroe Community College in Rochester, New York, where he earned an Associate of Applied Science in Visual Communications – Photography/Television in 1990. Upon returning home, he founded Photogenesis, a business that has grown from a humble photography studio into a multifaceted imaging and printing enterprise with three branches, offering services ranging from photography to business branding and graphic design.
In 1992, Joe was appointed Official Photographer to the Governor General by His Excellency Sir James Carlisle, a role he embraced with dedication for over 30 years. Through his work, Joe has chronicled the lives and service of three of Antigua and Barbuda’s four Governors General, leaving an indelible visual legacy for the nation.
Joe’s entrepreneurial spirit extended beyond photography. In 2009, he received a National Honour with the induction as a Grand Cross of the Most Precious Order of Princely Heritage (GCH) for his achievements in business. He further demonstrated his vision by developing Julees, an elegant garden venue, blending rustic charm with modern elegance, providing a space for corporate and social gatherings.
Joe’s leadership in Antigua and Barbuda’s imaging and printing industry has inspired young entrepreneurs to launch their own businesses. Known for his quiet generosity and humanitarian efforts, he has been a trusted mentor and advisor to many.
Joe is the proud father of three sons and two daughters, who share in his legacy of excellence and commitment to community. His family and circle of friends remains his greatest source of support as he continues to make meaningful contributions to national development.

- Corporal Shane Williams
Corporal Shane Williams (#333) has dedicated 20 years of outstanding service to the Royal Police Force of Antigua and Barbuda since his enlistment on November 5, 2004. Throughout his career, he has demonstrated professionalism, versatility, and unwavering commitment to duty while serving in various divisions, gaining extensive experience across multiple operational areas.
Corporal Williams has worked in:
- Beat and Patrol
- Grays Farm Police Station
- Special Recovery Unit (focused on collecting outstanding revenue owed to the government)
- Police Headquarters, including the Special Patrol Group (SPG), Task Force, and Special Support Unit (SSU)
- Criminal Investigation Department (CID)
- Johnson Point Police Station
He was also a member of the Joint Task Force, a collaborative initiative between the police and the military, responsible for patrolling key areas such as All Saints, Liberta, Dockyard, and their surroundings. His training included basic military instruction through the Regional Security System (RSS) in Barbados and St. Vincent, further enhancing his ability to handle diverse operational challenges.
Over the years, Corporal Williams has undertaken several critical roles, including serving as an Aide to Dr. Errol Cort, a former government minister. Currently, he is assigned to Government House, where he plays an integral role in the security detail for Their Excellencies and serves as Aide to Her Excellency Lady Williams, the Governor General’s Goodwill Emissary. This role demands a high degree of discretion, reliability, and dedication—qualities Corporal Williams exemplifies daily.
Most notably, Corporal Williams’ quick decision-making and composure during a recent health crisis were instrumental in saving the life of Her Excellency Lady Williams, underscoring his exceptional commitment to duty and the well-being of those he serves.
A firm believer in service to others, Corporal Williams is guided by the words of Albert Einstein: “Only a life lived for others is a life worthwhile.” This philosophy has shaped his approach to his duties, reflecting his dedication to the safety and well-being of those under his care.

- Vijay Shivkumar Tewani Esquire
Award: The Governor General’s Faithful and Meritorious Service Award– The Gold Medal for Outstanding Diplomatic and Community Service to Antigua and Barbuda.
Mr. Vijay Shivkumar Tewani has exemplified the values of service, innovation, and cultural diplomacy through his enduring contributions to Antigua and Barbuda. Born in Panna, India, and later a resident of Mumbai, Mr. Tewani has called our island nation his home since 1993 and during that period took the step to citizenship.
As Managing Director of the AMA Group of Companies, including AMA Caribbean Gems, he has been a driving force in Antigua and Barbuda’s luxury retail sector, contributing to both economic growth and cultural diplomacy. His businesses, known for their high-quality products and exceptional customer service, cater to both locals and tourists, reinforcing our nation’s status as a premier shopping destination in the Caribbean.
Mr. Tewani’s appointment as Honorary Consul of India to Antigua and Barbuda in 2021 by the President of India marked a significant milestone in his career. In this role, he has fostered stronger bilateral ties between the two nations, facilitating critical initiatives such as:
- Securing $1 million to rebuild Barbuda’s hospital and post office after Hurricane Irma.
- Ensuring the delivery of 40,000 COVID-19 vaccines to Antigua and Barbuda, making it the first Eastern Caribbean island to receive them.
- Procuring $1 million in COVID-19 relief funding from the Government of India.
Beyond his diplomatic efforts, Mr. Tewani has been a passionate advocate for cultural and community engagement. Highlights of his contributions include:
- Organizing International Day of Yoga celebrations in Antigua and Barbuda, growing the event from 50 to 250 participants over eight years.
- Supporting local organizations such as the Antigua Lions Club, Rotary Club and the Halo Foundation. Mr. Tewani is also a founding member of the Heart & Stroke Foundation.
- Facilitating ITEC scholarships for Antiguan nationals to study in India, enhancing educational and professional opportunities.
- Hosting receptions and events to promote sports diplomacy, including honouring cricket teams and facilitating cultural exchanges.
Mr. Tewani’s unwavering commitment to philanthropy is evident in his work during the COVID-19 pandemic, where he partnered with local organizations to distribute food packages to over 500 individuals weekly. His efforts during Hurricane Irma also highlighted his dedication to humanitarian aid, as he coordinated meal deliveries and rebuilding projects for affected communities.

- Loren Garfield Burford Esquire

Loren Garfield Burford has distinguished himself as one of the Caribbean’s most accomplished journalists, with over 25 years of experience across radio, television, and online media. Currently serving as Director of News, Sports, and Current Affairs at ABS Television/Radio, Antigua and Barbuda’s public broadcaster, he has elevated the station to become the leading broadcaster in the sub-region and a respected voice in the wider Caribbean.
Garfield’s exceptional journalistic career is marked by his ability to deliver incisive and hard-hitting interviews, investigative reporting, and authoritative coverage of major events. His body of work includes in-depth reporting on significant moments such as the devastating 2010 Haiti earthquake, the visit of former US President Barack Obama to Jamaica in 2015, and multiple elections and referenda across the region.
A recipient of numerous accolades, Garfield was awarded Jamaica’s Prime Minister’s Youth Award for Journalism in 2004, recognizing his exceptional contributions to media. He was also named Journalist of the Year by the Press Association of Jamaica in 2005 and 2007, a rare distinction highlighting his outstanding investigative reporting, interviews, and impact on the field. In addition, he has received recognition from the Caribbean Broadcasting Union (CBU) for his significant contributions to regional journalism.
His passion for mentoring young journalists is evident in his efforts to pass on his expertise in areas such as voice and speech, interviewing, and news presenting. Through his guidance, he has helped shape the next generation of media professionals, ensuring the growth and sustainability of excellence in Caribbean journalism.
Garfield’s commitment to continuous improvement is reflected in his participation in advanced training programs, including the prestigious Edward Murrow Journalism Programme under the US State Department’s International Visitor Leadership Programme and a specialized course on Economic and Financial Reporting organized by the IMF and Thomson Reuters Foundation in Chile.
His journalistic pursuits have taken him across the globe, providing live reports and insights to international media outlets such as the BBC, Al Jazeera, and Deutsche Welle. Among his notable achievements, Garfield co-hosted the pioneering regional program LiveUp The Show, focusing on HIV/AIDS as a crucial development issue in the Caribbean.
For his outstanding contributions to journalism, his role in elevating broadcast media in Antigua and Barbuda, his dedication to mentoring and fostering the growth of young journalists, and his multiple awards for journalistic excellence, Mr. Loren Garfield Burford is awarded The Governor General’s Faithful and Meritorious Service Award– The Gold Medal.
- Everton Howard Cornelius Sr. Esquire

Everton Howard Cornelius Sr. is a built environment professional, accomplished athlete, and sports administrator whose career spans over five decades
Howard began his education at St. Joseph’s Academy (1970–1973) and later attended Antigua State College (1974–1976). He continued his academic pursuits at Murray State University in Kentucky, USA, where he earned an Associate of Science in Civil Engineering and a Bachelor of Science in Construction Engineering in 1982. Furthering his professional development, he attained a Certificate in Project Appraisal in 1984 and a Certificate in Coastal Engineering in 1996.
As a civil engineer, Howard served in the Ministry of Public Works as a Building Engineer from 1982 to 2015, contributing to key infrastructure projects. His most notable achievement in this role was managing the construction of the Antigua and Barbuda Transport Board Office Complex from 2005 to 2015.
Howard’s achievements in athletics are equally exceptional. He was a member of Antigua and Barbuda’s first Olympic team in 1976, proudly representing the nation on the global stage. In 1974, he became the first Antiguan and Barbudan to win gold and bronze medals at the CARIFTA Games, an accomplishment that remains a source of inspiration for young athletes. His involvement in track and field began at the age of 12 and continued until he retired as an athlete at 35, transitioning into leadership roles.
Howard has been an integral part of the Antigua and Barbuda Athletics Association (ABAA) for decades, serving as an executive member from 1984 to 2000 and later as its president from 2000 to 2002 and again from 2014 to the present. He was also a member of the Antigua and Barbuda Olympic Committee from 2014 to 2018 and has served as a council member of the NACAC (North America, Central America, and Caribbean) Athletics Federation since 2017.
Mr. Cornelius’ contributions to athletics in Antigua and Barbuda includes his technical input in the development of the YASCO Sports Complex. This state-of-the-art facility has become a cornerstone for athletic training and competition in the country. Additionally, he has facilitated scholarships for numerous young Antiguan athletes, enabling them to pursue their dreams both academically and athletically.
With over 50 years of service to the sport of track and field, Howard continues in his leadership role, mentoring and inspiring future generations of athletes.
