Information Minister Melford Nicholas recounted an incident involving an individual who exploited outpatient visits at the hospital to secure free breakfasts, highlighting a deeper need for social outreach services.

“Upon investigation, we recognized that by looking at the data, it was pointed out that there was one individual who visited the outpatient facilities at the hospital more than 65 times in a 90-day period,” Minister Nicholas revealed.

Initially, this frequent visitation raised concerns about a possible chronic health condition. However, further analysis painted a different picture.

“With the application of the tools in the ministry, we were able to discern that the individual wasn’t necessarily sick,” Nicholas explained.

“What he recognized was that he was able to obtain a breakfast by going to the outpatient care.” This discovery revealed that the man’s primary need was not medical attention but rather access to food, underscoring the importance of social outreach programs.

This incident came to light as Ministry officials analyzed data improvements made possible through the government’s updated data collection systems.

These improvements are part of the recently passed National Bureau of Statistics Amendment Bill 2024, which aims to modernize and harmonize statistical practices in line with the CARICOM Statistics Bill.

The bill, an amendment to the Principal Act passed in 2013, seeks to establish a National Statistical System and ensure consistency in statistical practices and reporting across the Caribbean region.

According to Nicholas, the case of the man seeking free breakfasts illustrates the broader social issues that can be addressed through effective data analysis.

By identifying such patterns, the government can better tailor its social services to meet the actual needs of its citizens.
