House Speaker Rejects Suggestion of Bias in House Debate

Speaker of the House Osbert Frederick firmly rejected suggestions that he has not always acted impartially during parliamentary proceedings, defending his record after comments made by Opposition Leader Jamale Pringle during Tuesday’s sitting of the House of Representatives.

The exchange occurred after Pringle, who had earlier been sworn in as Member of Parliament for All Saints East and St. Luke, called for a more respectful and balanced Parliament and said meaningful debate required an impartial Speaker.

While acknowledging that Frederick was a man who believed in fairness, Pringle remarked that “sometimes it’s not shown.”

Frederick immediately challenged the assertion.

“I would want you to mention one occasion when I have not been fair,” the Speaker said.

He insisted that he had repeatedly afforded the opposition leader opportunities to participate in debates and rejected any suggestion that he favored the government side of the chamber.

“I have given you, honorable member, countless opportunities in this honorable House,” Frederick said. “I’ve never disrespected you. Never. And I’m not here for any sides.”

The Speaker further maintained that his decisions have always been guided by parliamentary rules.

“I have never ruled outside of the standing order,” he said, adding that he would continue to apply the Standing Orders whenever necessary.

Pringle subsequently clarified that any perceived disrespect toward the Speaker had not been intentional and offered an apology if Frederick had ever felt slighted.

The opposition leader said he hoped the new parliamentary term would be characterized by a productive working relationship, with both government and opposition members given an opportunity to fully participate in debates.

He also urged that legislation be circulated to opposition members in a timelier manner to allow adequate research and preparation before parliamentary discussions.

The brief exchange was among the first significant moments of the new parliamentary session and underscored continuing concerns about parliamentary procedure and the role of the Speaker in managing debate between government and opposition members.
