Elusive “Billboard Bandit” Takes a Break, Tied to Ongoing Legal Battle

Speculation has grown over the mysterious absence of the island’s notorious “Billboard Bandit,” a figure known for placing large posters around the island, only to have them promptly removed by the Development Control Authority (DCA).
