Antigua and Barbuda completes historic year leading hemispheric drug policy body

Lt. Col. Edward Croft hands over CICAD Chairmanship after advancing regional cooperation agenda

Lt. Col. Edward H. Croft, Director of the Office of National Drug and Money Laundering Control Policy (ONDCP), has completed Antigua and Barbuda’s tenure as Chair of the Inter-American Drug Abuse Control Commission (CICAD), the Organization of American States’ principal body on drug policy.

The Chairmanship, which began in November 2024, concluded at CICAD’s 78th Regular Session held in Washington, D.C. on 15–16 December 2025.

Key accomplishments during Antigua and Barbuda’s Chairmanship include:

  • Convening two Regular Sessions of the Commission (CICAD 76 and 77)
  • Establishing and chairing the Working Group for the Hemispheric Plan of Action on Drugs 2026–2030
  • Presenting CICAD’s Annual Report at the OAS General Assembly held in Antigua and Barbuda in May 2025—the first time the Caribbean has hosted this event

“This experience has reinforced a fundamental truth: leadership within international bodies is not defined by size, but by commitment,” Lt. Col. Croft stated in his closing address. “I encourage other Caribbean and Central American nations to step forward and continue shaping hemispheric policy.”

Lt. Col. Croft thanked the CICAD Executive Secretariat, particularly Acting Executive Secretary Angela Crowdy, as well as the Antigua and Barbuda Mission in Washington and the staff of ONDCP for their support.

CICAD comprises all 33 OAS member states and serves as the consultative and advisory body on drug-related issues across the Americas.
