Minister Greene Receives High Commendation for His Successful Chairing of the CHOGM 2026 PrepCom Communiqué Negotiations in London

The Honourable E.P. Chet Greene, Minister of Foreign Affairs, Trade and Immigration and Chair of the CHOGM 2026 Task Force, was highly commended by the Commonwealth Secretariat and Member States of the Commonwealth for his skilful chairing of the CHOGM 2026 Preparatory Committee negotiations in London. The PrepCom brings together representatives from all 56 member states of the Commonwealth to agree on the text of key outcome documents and the agenda for the 28th Commonwealth Heads of Government Meeting, which will be hosted by Antigua and Barbuda from 1st to 4th November 2026.

The Communiqué serves as the initial negotiating text through which Commonwealth member states review proposed language, align priorities and shape the policy direction of the Summit. It provides the foundation for member governments to refine shared commitments on issues of common concern, with the aim of producing a final document that reflects the collective voice, values and priorities of the Commonwealth.

The PrepCom discussions focused on several key Commonwealth priorities. Following four days of detailed and constructive engagement, the negotiations concluded with the adoption of the Final Draft Communiqué. This marks a significant milestone in the preparatory process for CHOGM 2026 and reflects the commitment of member states to advancing consensus on the key themes and outcomes that will guide deliberations in Antigua and Barbuda.

Minister Greene was lauded for his steady, balanced and effective chairmanship throughout the negotiations. His leadership helped to maintain constructive dialogue, encourage flexibility among delegations and guide discussions towards a fair, inclusive and consensus-driven outcome.

Minister Greene, in turn, commended member states for the spirit of cooperation, mutual respect and diplomatic engagement demonstrated throughout the negotiations.

“The successful conclusion of these negotiations is an important step on the road to CHOGM 2026. The Communiqué is more than a procedural document. It is a statement of shared purpose and a reflection of the Commonwealth’s collective ambition to address the challenges and opportunities facing our nations. Antigua and Barbuda is honoured to help guide this process as we prepare to welcome the Commonwealth family in November,” Minister Greene said.

The Final Draft Communiqué will now advance through the relevant Commonwealth processes ahead of CHOGM 2026, where Heads of Government will meet under the theme, “Accelerating Partnerships and Investment for a Prosperous Commonwealth.”

In addition to the four-day PrepCom negotiations, Minister Greene hosted a roundtable with business leaders to promote the Commonwealth Business Forum which, alongside the Women, People and Youth Forums, will be one of the four official forums of CHOGM. He also engaged in meetings with the Commonwealth Secretary-General, the Honourable Shirley Botchwey, and a bilateral meeting with United Kingdom Parliamentary Under-Secretary for Multilateral, Human Rights, Latin America and the Caribbean, the Honourable Chris Elmore.

Minister Greene was supported by High Commissioner Karen-Mae Hill, Minister Counsellor Chantal Phillip, Second Secretary Brent Scotland and Third Secretary Caleb Gardiner throughout all official engagements. As host country, Antigua and Barbuda continues to work closely with the Commonwealth Secretariat and member states to ensure that CHOGM 2026 delivers meaningful, practical and forward-looking outcomes for all 56 Commonwealth nations.
