VIDEO: Baltimore Unveils Three-Pillar Plan: EMS Access, Skills Training and Environmental Stewardship

Antigua and Barbuda Labour Party candidate Randy Baltimore has pledged “practical progress” and community-focused development if elected in the March 16 by-election, outlining three key pillars during a town hall meeting in the constituency.
Addressing supporters, Baltimore described St. Philip’s North as a community of “hard-working men and women, strong families, determined young people, and elders whose wisdom has helped shape who we are.”
“We’ve made progress, and we can go even further together,” he said. “My focus is simple — practical progress, real community development, and leadership that stays accountable to the people.”
Baltimore identified environmental stewardship as his first priority, arguing that protecting the constituency’s land and coastline is critical to public health and long-term resilience.
“Protecting the environment isn’t just a nice idea. It is necessary,” he said. “Cleaner practices and sustainability protect public health, strengthen resilience, and reduce risk for the future.”
His second pillar, self-development and empowerment, centres on expanding opportunities for young people and working families.
“The goal is to support programs that build skills, confidence, and clear pathways to success,” Baltimore said. “When people are equipped, the whole community rises.”
He also emphasised partnership and unity, saying development would require collective effort rather than individual leadership alone.

“The vision isn’t about one person, it’s about all of us. It will take partnership, unity and consistent effort,” he said.
Baltimore indicated plans to build on existing initiatives in the area, including efforts to establish expanded emergency services. He referenced the need for an emergency medical services presence in the constituency, including an ambulance and fire services, as well as a pharmacy to serve residents and neighbouring communities.
“I want to build on that legacy. I want to build on the foundation that is laid before me,” he said.
The by-election, scheduled for March 16, follows the resignation of the previous parliamentary representative. Baltimore urged constituents to turn out in support of the Labour Party.
“Go out. Vote Labour Party, vote Randy Baltimore, and we all will be safe and secure,” he told the gathering.
