APUA Provides Update on Environmental Conditions at the Roberts Building in Cassada Gardens
The Antigua Public Utilities Authority (APUA) is addressing concerns that have been raised publicly regarding environmental conditions at the Roberts Building (Old Head Office) in Cassada Gardens.
The Antigua Public Utilities Authority is aware of concerns that have been raised publicly regarding environmental conditions at the Roberts Building at APUA (Old Head Office) in Cassada Gardens.
The Authority wishes to clarify that mould within the building has not been verified.
Over the past two years, several independent environmental assessments have been conducted in response to reported concerns. These included testing requested by the Aviation Department through PAHO, as well as two additional independent evaluations requested by APUA, the most recent concluding in December 2025.
PAHO’s assessment did not detect mould but identified moisture within a baseboard area. The recommended corrective action was the removal of twelve inches around the affected section. This was completed. One independent assessment identified localized fungus within the sheetrock. This was rectified in accordance with professional recommendations, including ventilation improvements, sealing of central air ducts, and comprehensive cleaning of AC systems.
Deep cleaning of the entire Roberts Building was conducted in February 2025, with an additional deep cleaning of the Planning Department completed in December 2025 following further testing.
Maintenance and improvement works are currently underway and are expected to conclude within two to three weeks. A further comprehensive cleaning will follow, and an independent assessor will re-evaluate the facility to confirm its condition.

The Authority notes that some visible discoloration observed within the building has been associated with moisture accumulation due to the age of certain fixtures, especially during periods of stifling heat. These occurrences have been sporadic and not widespread.
The health and safety of APUA employees and customers remains a priority. All professional recommendations received to date have been implemented, and the Authority continues to monitor and address environmental matters responsibly.
