ECTEL to launch findings  Digital Inclusion Survey today

The Eastern Caribbean Telecommunications Authority (ECTEL) will officially launch the findings of its Digital Inclusion Survey on Wednesday, January 28, 2026, during a hybrid event in Saint Lucia.

The launch will take place at 10:00 a.m. Eastern Caribbean Time and will be streamed live @ECTEL on the Directorate’s Facebook and YouTube channels, allowing stakeholders and members of the public across the region and internationally to participate.

The Digital Inclusion Survey was conducted across ECTEL’s five (5) Contracting States to assess access to, use of, and challenges related to digital technologies and services. The survey also explores issues such as affordability, connectivity, quality of service, digital skills, and barriers to meaningful participation in the digital economy.

The findings will provide valuable insights to inform policy development, regulatory strategies, and regional initiatives aimed at narrowing the digital divide and advancing inclusive digital transformation within the Eastern Caribbean, particularly in the Commonwealth of Dominica, Grenada, St. Kitts and Nevis, Saint Lucia and St. Vincent and the Grenadines.

Speaking ahead of the launch, ECTEL’s Director of Economics and Finance, Mrs. Cheryl Hector Fontenelle emphasized the importance of evidence-based decision-making in the telecommunications sector, noting that the survey results will support governments, regulators, service providers, and development partners in designing targeted interventions that ensure no one is left behind in the digital age.

The launch event will feature a presentation of the key findings, followed by discussions on their implications for digital inclusion, broadband development, and socio-economic growth across the region. The Digital Inclusion Survey was conducted by ECTEL in collaboration with the Organisation of Eastern Caribbean States (OECS) under the World Bank-funded Caribbean Digital Transformation Project (CARDTP).
