PM Gaston Browne Praises Charmaine Donovan’s Integrity in Steering Antigua and Barbuda’s CIP

Prime Minister Gaston Browne has lauded Charmaine Donovan for her exceptional leadership and integrity in managing Antigua and Barbuda’s Citizenship by Investment Programme (CIP). Browne highlighted Donovan’s crucial role in stabilizing the program during challenging times and expressed his deep respect for her character and commitment.

“I have to thank Shamy Donovan,” Browne stated. “I believe in the integrity of that lady. None of us are infallible—we’re not perfect—but you know certain people’s integrity is such that you can trust them to operate at the highest level.” He acknowledged that at one point, Donovan had resigned from her position to focus on her family, particularly after experiencing a personal tragedy with the loss of her husband. Browne described her decision to prioritize her children’s well-being over her career as “quite a credible decision” that demonstrated her strong family values.

During Donovan’s absence, the CIP experienced instability under the leadership of her temporary replacement, which Browne referred to as “a total disaster.” Recognizing the importance of integrity in the program’s governance, Browne personally reached out to Donovan, urging her to return to her role. “I actually picked up the phone and called Shamy and begged. I said, ‘Shamy, you have to come back. The country needs you.’ And she took my advice and came back,” Browne recounted.

Since her return, Donovan has been instrumental in restoring confidence in the CIP, with Browne emphasizing that she has upheld the highest standards of ethical conduct. “She’s still there, holding that program together, literally making the entire country proud,” Browne affirmed. He also assured the public that neither Donovan nor any members of the Cabinet, including himself, have engaged in any unethical dealings with CIP operators. “I’m confident that she has never been involved in any skullduggery, and I can assure the people of Antigua and Barbuda that certainly no member of the Cabinet, including myself, has been involved in any deal with any of these CIP operators that would have violated the laws and certainly the integrity of our program.”

Browne concluded by reflecting on the challenges he faces in his leadership, noting that despite criticism and ridicule, “the truth ultimately rises to the top.” He expressed satisfaction in the program’s vindication under Donovan’s guidance, stating, “I’m very happy that we have been vindicated.”
