Antigua and Barbuda’s Director of Environment Encourages CARICOM AOSIS Fellows)

The Director of the Department of the Environment for Antigua and Barbuda, Dianne Black-Layne, delivered inspiring remarks to the graduating class of the 2024 AOSIS Fellows from the CARICOM region.

Her address followed a panel discussion featuring four CARICOM AOSIS Fellows representing Antigua and Barbuda, Trinidad and Tobago, Dominica, and Belize. The discussion, titled AOSIS CARICOM Fellows Capacity Building in CARICOM: The Next Generation of Climate Change Negotiators, provided these emerging leaders an opportunity to reflect on their experiences in the AOSIS Fellowship program and their participation in the COP29 Climate Conference held in Baku, Azerbaijan.

At the conclusion of the discussion, the moderator, the Honourable Cozier Frederick, Minister of Environment and Rural Affairs of Dominica, invited Director Black-Layne, a distinguished guest in the audience, to share her thoughts. A respected stalwart of CARICOM and AOSIS climate diplomacy, Black-Layne offered valuable advice to the fellows.

In her remarks, she emphasized the importance of creating tangible impacts in their communities through their work. She urged the fellows to remain connected to their local communities, stay focused in their careers, and ensure that their efforts translate into meaningful outcomes for those most affected by climate change.

Reflecting on her own illustrious career, she highlighted the significance of respecting political leaders, who are directly accountable to the people. She concluded by wishing the fellows success and expressing optimism for the region’s future, given the exceptional talent being cultivated.

In addition to her role as Director of the Department of the Environment, Dianne Black-Layne has served as Antigua and Barbuda’s Ambassador for Climate Change and as a former Lead Negotiator for AOSIS on climate finance. She currently co-chairs the Standing Committee on Finance at the UNFCCC.
